Identifying Stakeholders

  • Review goals, objectives, and requirements to identify stakeholders
  • Ensure appropriate parties are represented, informed and involved

Identifying stakeholders isn't a one-time list-building exercise done at kickoff and forgotten — it's an ongoing review of goals, objectives, and emerging requirements to catch people whose interest or influence wasn't obvious at the start. A compliance team with no visible role in early discussions can turn out to be a critical stakeholder once a specific requirement touches a regulated process.

The goal of identification is making sure the right parties are actually represented, informed, and involved at the right points — not simply logged in a register and left there. Missing a real stakeholder tends to surface later as a late objection or a requirement nobody saw coming, exactly the kind of late surprise good stakeholder identification is meant to prevent.

Study focus: a scenario describing a requirement that caught a department off guard late in the project, because that department was never identified as a stakeholder despite being clearly affected, is testing a failure in this task.
